Homosexual Republican Pushes Parallel To Gay Marriage

Congressman Kolbe's amendment may strike the current ban--thus ALLOWING D.C. to start to implement the domestic partnership law.

September 20, 2001

Today, the House Appropriations Committee will consider a dangerous change to the budget for the District of Columbia. In this meeting, avowed homosexual Congressman Jim Kolbe (R-AZ) plans to offer an amendment allowing "domestic partnerships" in Washington. For many years, the D.C. budget bill has contained language that prohibits any of its budget (which comes from Congress) from being used to enforce a domestic partnership law that was passed by the District in 1992.

Domestic partnership legislation (a.k.a. "DP benefits" policies) are a legal parallel to gay marriage. Similar to the Civil Union contracts available in Vermont, DP benefits laws allow live-in "partners" of homosexuals and unmarried heterosexual cohabitators to receive marriage benefits like health and life insurance thus far reserved only for employees' married spouses. Congressman Kolbe's amendment may strike the current ban--thus ALLOWING D.C. to start to implement the domestic partnership law.

The significance of today's vote can not be understated. The House of Representatives will probably have a straight up or down vote on the D.C. budget as the Appropriations Committee recommends it. Likewise, the President will be very reluctant to veto any House-approved budget over a single bad provision. Therefore, if Congressman Kolbe's Amendment passes today, it will probably become law--thereby creating a legal parallel to homosexual marriage in the nation's capital.

The social culture in Washington, D.C. is already woefully lacking in moral integrity. Bringing legal status to homosexual "couples" and unmarried "partnerships" would only further deepen the divide between the values of most Americans and the so-called "values" surrounding our
nation's leaders in Washington, D.C.

ACTION NEEDED

Pray with us for a victory over this attack on marriage and family.

Scan the list of House Appropriations Committee members below. If your Congressman is on the list, contact them IMMEDIATELY through the Capitol switchboard at 1-202-224-3121. Urge them to OPPOSE Kolbe's amendment to strike the DC funding portion of the ban--thus retaining the ban on federal funds but ALLOWING DC to start using its funds to implement the domestic partnership law. (NOTE: The hour is late and we urge you to call on this one) Urge them to KEEP THE BAN ON DOMESTIC PARTNERSHIPS IN WASHINGTON, D.C. Article 1, Section 8 of the Constitution gives Congress the power "to exercise exclusive Legislation in all Cases whatsoever" over DC.(Give your address and ask for a letter to inform you of your Representative's vote.)
