AFA of New Orleans Pushes for Ban On Access to Internet Sex Sites On Library Computers

Under a new law in Jefferson Parish, Louisiana, anyone caught accessing sexually explicit Internet sites on a public library computer could face a $500 fine and up to six months in jail.

The action by the parish council came on top of a policy approved in September to place filtering software on all but one computer in each library branch.

Residents who attended a recent parish council meeting lauded the council's action, but asked that members keep a close eye on how the policies are implemented.

"I suggest we have some sort of accountability," River Ridge resident Kathleen Benfield, president of AFA of New Orleans, told the council, saying she wants library staff to keep track of how many times patrons try to access sexually explicit web sites.

Council Chairman Aaron Broussard said the council's move is "closing the gap" to stop those who might abuse the filter-free computers.

Some council members said they want to block sexually explicit sites from all library computers, but parish attorneys warned against it.

Broussard said the council is still attacking the problem. "Our children are being exposed now to something the general public does not want them to be exposed to. . . . I'm proud the Jefferson Parish council is taking a lead."

The action came a few months after a man was arrested for allegedly masturbating within view of two young girls at the Harahan Public Library. Allegedly he had been using the computer to access a sexually explicit Internet site, officials said.

The incident garnered national attention when Harahan Police Chief John Doyle appeared on a TV show hosted by radio personality Dr. Laura Schlessinger, a strong advocate of filtering library computers.
